Hmm, yes in this situation "moonlight" seems a bit informal when applied to this position. I consulted with a colleague and she noted that 挂任 seems to have more of a "temporary" flavor than 兼任. Perhaps "serve temporarily" would be a better fit? By way of example, "[NAME] (also) serves temporarily as xxx City deputy police chief". Or even, "[NAME] doubles as deputy police chief for xxx City".
Example sentence:

Many instructors moonlight as professional consultants.
