Sorry, I am still not sure what exactly 散乱 here refers to. Most possibly it points to those small sundry pieces of clothing made of silk, instead of complete, staple garments. So the phrase might be translated as: unhemmed, sundry pieces of clothing made of silk.

Maybe 零散 is better than 散乱。

OK, perhaps 散乱 refers to the low density 散 and irregularity 乱 of woven fabric. 丝线 = threads of yarn woven into fabric.

agree Perry Svensson : I'm guessing this is a manual for a washing machine, so it means something like "Unhemmed clothes, or clothes with loose strings should be protected by placing in a washing bag when washing."
