Can anybody explain this? I guess that 分别计时means that you can stop two different time, but I am not sure, what 以圈 means.

two basic functions of a stopwatch:
1. cumulative
2. lap
"Cumulative" function can be used record the performance of multiple runners in a race (e.g. in a 100m dash)
While "Lap" function allows the user to record the performance of every lap, which means when you press the button, the time becomes 00:00:00 again and start all over.
