It sounds like your phrase is from a commercial, or an advertisement and is not a description of the product.
If that is indeed the case, then I would say that non-oily or non-greasy sound too technical.
It might be better to say 'not greasy' or 'not oily.' It sounds more like what we would say in a commercial.
