what is a "blanket abuse"? My text is a description of puchase order processes in a company, but a Google search on the phrase found several other contexts as well.

Please give us the complete sentence! Your use of 'a' before 'blanket abuse' is slightly odd, and could imply a different interpretation.

I think Kim's suggestion of 'mis-use of a blanket purchasing system' is almost certainly correct, though your 'a' would cast some doubt on that.
Alternatively, 'a blanket abuse' of [something else] might simply mean generalised abuse, not specifically targetted or case-oriented; for example, people systematically pilfering small amounts of money all the time; or 'abuse' in the sociological sense --- not targetted racial abuse at one person, but a generalised policy that is by its nature abusive.

You see why the rest of the sentence, and clarification of your 'a', is necessary to be really sure.

agree Richard Benham : As usual, a thoughtful contribution. WIthout the "a", I tend to think of generalized, i.e. almost universal, abuse. With the "a", it's hard to say. We need context!

unrestricted abuse

From the context, it appears that they want to prevent unrestricted abuse of authority or position to take decisions which will harm the interests of the company. "Blanket" here means "without any restrictions" as in blanket permission.

excessive abuse/general abuse

Blanket... applying generally or covering all cases. (inter alia)

Most of the contexts hat I can find seem to use the term to mean untargeted or over used abuse.
