testing procedure
This is a generic document addressing points to be considered as part of a testing process, such as the necessary equipment, documents and pre-requisites.
One small section reminds the reader to consider aspects like purchasing a licence, authorisation requests, copyright clearance and "droits du client".
My working solution is "customer permission", but any more accurate suggestions will of course be duly considered.
Full context:
"Indiquer les éventuels besoins en achat de licence, en demande d’autorisation, règlement de droits d’auteur (carte, photos, fichier, etc.) et droits du client."

rights held by the Client
if you look at the whole of
"Indiquer les éventuels besoins
--- en achat de licence, en demande d’autorisation, règlement de droits d’auteur (carte, photos, fichier, etc.)
et
--- droits du client."
you can see that to do this testing you need all sorts of "clearances" from public authorities (=> demande d’autorisation) and authorisations / payments for the use of various intellectual property
what would make sense IN THIS LIST is to ask if "the Client" is already holding some of the rights necessary to proceed with this "testing"
For example: if the Client owns the land on which the testing will be done, there is no need to try to get an authorisation to be on that land as the Client has already that right.

what it can not be is "customer rights" - besides "customer rights" applying to retail sales to private individuals / consumers, there would be no need whatsoever to ask what are the "customer rights" of a Client - that would be a pointless question as "customer rights" are not negotiable but defined by consumer protection laws (i.e. no point in asking the "obvious")

The reasoning here is sound. |

: " that would be a pointless question as 'customer rights' are not negotiable " - quite right, but lots of cases where sellers have to remind buyers that they have rights.

Even with just the dribbles of context available so far (as "Tech/Engineering - Engineering (general)- ...") it's clear that this "Testing" is not sold for personal consumption by "customers" but to "business clients" so "customers rights" CAN NOT APPLY.

SafeTex
: I feel that "rights HELD by the client" is already covered in the preceding phrases and this is indeed more the statutory rights of clients rather than those personally held by the client but it is tricky

no, it's the other way round - this variant is 100 % correct whatever are these "rights" while "customer rights" apply ONLY to rights against the seller - and NOT any seller, ONLY sellers selling to "consumers" NOT to "(business) clients".

for you maybe .... and a total absence or a plethora of punctuation marks wouldn't have made much difference.

See the discussion box. We don't have any further context, which is not Thomas's fault, so I'd just do a literal translation.
Note from asker:
Thank you for your help. I should have provided information earlier to make it clear whether we were talking about consumer goods or large-scale equipment. |

: extremely unlikely "customer rights" is a category relevant for retail sales to individual consumers this sounds more like a B2B situation - you don't get Joe Public ordering "a testing" that would require all that's listed ...

I'm sorry so many punctuation keys are missing from your keyboard.

: yes, the rights held by the client are covered before and this is the statutory rights of the client as a customer (not end-consumer)

Discussion
What is being tested? I can't many tests where you would need "achat de licence" and more importantly
Indiquer les éventuels
--- besoins en achat de licence, en demande d’autorisation, règlement de droits d’auteur (carte, photos, fichier, etc.)
et
--- droits du client
is extremely vague regarding the type of "rights" that the client has.
What kind of "client" are we talking about? Business-to-Business? the client is the one ordering the testing? (of what???)
C'est trop flou.
