This is from a document from Spain on the status of their compliance with environmental regulations. In this sentence they are talking about emissions sources. I have been unable to find what URD stands for. I have searched the Real Decreto in question with no luck.
I'm also not sure whether the acronym is English or Spanish because this document has both.
