I can see the problem, and it isn't really just the repetition of the word 'nature' — the whole point is that we don't normally use the adjective 'natural' in this sense in EN (but we do in FR).
First of all, I think the best thing to do would be to forget about using a single adjective, and use an adjectival expression instead; then you might be able to say, for example 'relating to nature or the environment'; then all you have to do is work that into your list...

Type

You can use type instead of nature.Administrative, technical,natural etc type for example..

country planning

Urbanistique means town planning, so in this context, naturelle presumably refers to country planning/land use.

neutral Tony M : I think you'll find 'naturelle' is more associated with 'environnementale'; there's quite different specific term used in FR for country planning.

I agree I'd normally expect "aménagement rural/de l'espace/du territoire" etc. Just thought that if it was referring to "environnementale", then there would also be a reference to a non-natural environment too. Just not sure now.

"natural" as in "natural state"

I'm pretty sure about the meaning but I'm not entirely sure about the exact word for it but have a look at this link second paragraph and many other instances using "naturels" giving you many examples of what is meant.

neutral Tony M : The trouble is, i don't believe that's the meaning here; I believe it is 'to do with Nature' — but the problem Asker is having, I feel sure, is that we don't normally use the adjective 'natural' in that sense in EN.
