"Les dépenses nettes du budget général ont légèrement diminué en 2013, en raison notamment d’une baisse de la charge de la dette et d’un pilotage infra-annuel efficace."

I have thought of 'short-term measures', 'close monitoring', 'one-time actions', 'timely corrective intervention', etc, but nothing seems to ring true.

Any response from you Financial wizards would be greatly appreciated

I'm not convinced by "infra-annual" - it doesn't get many hits, and many are translations. It also sounds odd.

Alternatively, you could say "during the year", but that's a bit redundant, because it's obviously not during the previous or following years.

I think "day-to-day management" is the closest you can get in English. In my dictionary reference, an "organe de pilotage" is a management body.

neutral nweatherdon : "pilotage" could mean so many things here. In addition to other suggestions, it could also mean that pilot programs were efficiently implemented and this resulted in lower than anticipated expenditures. Efficient day-to-day management sorta gets that ...

Besides, "infra-annual" isn't even the usual equivalent in English. The sequence is:

infra-journalière = intra-day = during the day (between opening and close)
infra-mensuel = intra-month = during the month (between first and last day)
infra-annuel = intra-year = during the year ( " " )

hyphens optional.
