I am translating a document from Canadian government in to French regarding some federal transfer to provinces & territories.
In the following sentence (the quotation marks are already in my text)
the extension of the "caps" on the Equalization Program until at least 2018/19

What does "caps" stand for please?

As a result of the caps imposed on the equalization program in November 2008, Québec will receive $8 552 million in 2010-2011, whether or not Alberta's oil sands are included in the program.

Les plafonds imposés au programme de péréquation en novembre 2008 font en sorte que le Québec recevra 8 552 millions de dollars en 2010-2011, peu importe si les sables bitumineux de l'Alberta sont pris en compte
