When deciding between easy and pro, err on the side of pro. Most questions will be pro.

Ja rozumiem te dwa terminy jako częściowo pokrywające się, z tym że "bid" jako oferta jest terminem szerszym, bo występuje np. w transakcjach finansowych, gdy "tender" jest raczej ograniczony do sytuacji przetargowych ale z drugiej strony równie uprawniony jest w sytuacjach przetargowych termin "proposal"/

Natomiast jako kwiatek do kozucha wielu komisji przetargowych (któryś z członków musiał znać angielski...) uporczywie będę twierdzić, że o konkretnej godzinie zaczynała się bid/tender opening session, której gwoździem programu było bid opening, ale inne czynności proceduralne też sie odbywały.
