I am translating procedure manuals for creating a Quality Plan at a company which manufactures train control systems.
I am struggling with the term 'obra' which appears throughout the document:

I have mainly translated this as job or work however I'n not sure if 'en obras' (en Obras e Instalaciones) means 'onsite'?

Although obra can refer to all kinds of work, when coupled with "instalaciones" it tends to refer to "construction work and equipment" or "construction work and installations". Do you know if this part of your text is actually about the manufacturing process or about the premises where it takes place?

The other concept is more general. It is referred to all the activities involved - from the beginning to the end - in the construction of the building or site including the works, the workers, construction machinery, etc. This is the "building or construction site". Ex:"We have been visiting the construction/building site".
